When considering the ages of scouts you take to an event out of the country, it is my experience that it is wise to take scouts that have finished the eighth grade or are older.  Also, you get better deals by going to national events in other countries than you do by going to international events.  BSA is always charged the highest rate for any international event.

Another list of events is posted by the Michigan International Camporee (micamporee.org/jamboree-list).  I've gone through the list but find many of the jamborees listed include younger scouts.  I've also contacted a few and have not gotten responses so I have not included many of them on my list.  However, you may want to look at the list.
