When considering the ages of scouts you take to an international event, it is my experience that scouts that have finished the eighth grade is a wise lower age of scouts to take.

||2018 Information. Scouts camp in joint 12 person patrols (6 Scottish Scouts, 6 Overseas Guests from same Contingent). Camp fee includes travel from point of arrival in Scotland (Glasgow/Edinburgh / Aberdeen) and a period of up to 5 days home hospitality in Scotland for Scouts / Leaders. Camp usually made up of Scouts & Leaders representing 20 Countries from around the World.

Another list of events is posted by the Michigan International Camporee (micamporee.org/jamboree-list). I've gone through the list but find many of the jamborees listed include younger scouts. I've also contacted a few and have not gotten responses so I have not included many of them on my list. However, you may want to look at the list.
